RFP: Provision of the ASEAN Interconnection Masterplan Study (AIMS) III

ASEAN Centre for Energy (ACE) is an independent intergovernmental organisation within the Association of Southeast Asian Nations’ (ASEAN) structure that represents the 10 ASEAN Member States’ (AMS) interests in the energy sector. The Centre accelerates the integration of energy strategies within ASEAN by providing relevant information and expertise to ensure the necessary energy policies and programmes are in harmony with the economic growth and the environmental sustainability of the region.
ACE, through a subcontract with USAID Clean Power Asia, is expecting to engage consultancy firm/individual consultant. Through this Request for Proposal (RFP) document, ACE is inviting the proposal from the interested qualified consultancy firm/individual consultant to conduct the ASEAN Interconnection Masterplan Study (AIMS) III.

Investment Mobilization Lead

Abt Associates seeks qualified individuals to fulfill the position of Investment Mobilization Lead (Task 3 Lead) for the USAID Clean Power Asia program, reporting to the Chief of Party. To accelerate mobilization of private and public sector investment, the Investment Mobilization Lead will manage support for project developers, financial institutions, investors, and others, in the deployment of grid-connected renewable energy generation. Support for the enabling environment to facilitate investment in renewable power plant installations is required, along with the development of financing mechanisms, and assistance in streamlining the financing approval process for renewable energy projects, defined as solar PV, wind, small hydro, and biomass technologies.

Terms of Reference: Workshop Rapporteur – Lao PDR

Abt Associates, a global leader in technical assistance, program implementation, and international development, seeks qualified individual consultants or a firm with qualified staff or consultants, to provide services for the USAID Clean Power Asia program as a Workshop Rapporteur. The individual should be based in Vientiane, Lao PDR. The rapporteur will attend workshops, training sessions, and/or conferences sponsored or facilitated by the program, and accurately and effectively capture the event proceedings. The rapporteur will take notes via his or her preferred method and then produce a written report of the proceedings based on a pre-set template and format provided by the program.

Abt Associates, a global leader in technical assistance, program implementation, and international development, seeks qualified individual consultants or a firm with qualified staff or consultants, to provide services for the USAID Clean Power Asia program in Workshop Design & Facilitation. This consultancy is available immediately. The consultant is expected to carry out their work in Lao PDR, in coordination with the Country Coordinator and appropriate technical team members. Consultant must be eligible to work in Lao PDR without sponsorship; no allowances or relocation will be paid. The consultant will be engaged to lead the design of a specific workshop with support from the technical team responsible for the workshop content; and further will be the lead facilitator for that workshop. We are specifically seeking a rapporteur for a multi-stakeholder workshop March 6-7, 2018, to present and obtain feedback on auction design for a solar pilot auction.

Country Coordinator, Lao PDR (PT Consultant)

Abt Associates is searching for a Country Coordinator for Lao PDR who will be responsible for coordinating program implementation in Lao PDR, under the supervision of the COP/DCOP and working closely with technical leads. The CC will be the primary source of information on activities related to the program in-country, and will report regularly to program management on developments that are related to and impact the program. The country coordinator will be actively engaged with stakeholders in country—including government and private sector—as well as technical staff and short term consultants that are in-country for specific work assignments.

Expression of Interest: Technical assistance to evaluate economic implications of solar energy deployment

USAID Clean Power Asia is partnering with the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL) to provide technical assistance to address stakeholder concerns about the economic impacts (e.g., operational costs, utility revenues, and rate implications) associated with higher penetrations of solar energy on the power grid. We invite countries to collaborate and will provide selected partners with customized technical assistance to analyze crucial questions related to their specific contexts.

As part of its program activities, USAID Clean Power Asia requires the translation of documents, both general and highly technical (related to renewable energy), from/to English and Khmer, Vietnamese, Lao, and Thai, as well as simultaneous translation services/headphones for large meetings/events.

Power Sector Regulatory Expert

Abt Associates, a global leader in technical assistance, program implementation and international development, seeks qualified individuals to fulfill the position of POWER SECTOR REGULATORY EXPERT for the USAID Clean Power Asia program, who will lead overall activities under the program’s Task 2: Smart Incentives, Policy and Technical Framework Support, under the direct supervision of the Chief of Party. This position is full-time, based in Bangkok, Thailand. While there are no nationality requirements for applicants, it should be noted that neither allowances nor relocation will be considered or offered to the successful candidate. Applicants must be able to begin work on-site within three weeks of acceptance. Anticipated start date is January 2018.
